It what could be a devastating blow to venues across Melbourne, the Victorian Government has announced a ‘lock-out’ scheme in order to curb alcohol-related violence.

A curfew, to be introduced in June, will see drinkers shut out of inner city bars and clubs after 2am.

The move was sparked by an increase in violent incidents in the CBD.

Four inner Melbourne areas will be targeted: the cities of Melbourne, Yarra, Stonnington and Port Philip.

In a media statement, the Brumby Government said the plan is similar to successful entry bans in Ballarat, Warrnambool and Bendigo which have led to significant reductions in assaults.

“The 2am deadline doesn’t mean you have to go home,” a media spokesman for Community Services Minister Lisa Neville told MCV.

“It means you have to be at the club of your choice by 2am.”

However, venue operators are preparing for possible loss of patronage.

“There is cause for concern,” the general manager of Prahran’s The Market Hotel, John Wain, told MCV, “[and] we are looking at changing how our venue will work.

"We may possibly open a bit earlier. My understanding is that there will be no pass-outs, so you won’t be able to leave the venue for any purpose.”

A peaceful protest against the lock-out plan will take place on the steps of Melbourne’s Parliament House on May 30.

“We put up a petition [on Facebook] against the lock-out last Friday,” protest and petition organiser Cameron Hill told MCV. “By the second day we had 7,800 members and now we have 17,000.”

Once again, the actions of a small number of anti-social people, make authorities change and enhance the rules and laws governing what we can and can't do. Just a few days ago, the federal government increases (extremely) tax on premixed take away alcohol, to stop teens drinking alcopop drinks. but scotch and bourbon drinkers (mostly adult consumption and not teens) have to cop this huge increase on the chin! Funny, isn't it, how whenever the government does things to 'help' us live our lives, it always reaps huge financial benefits for government coffers! Now we are getting dictated to, about when we can and can't enter premises, because of the actions of a mindless few. I wish we could start acting our ages and not our shoe sizes!

I agree with Doug. Much of the responsibility lies with the venue operators. As a Crowd Controller I have been told that patrons will only be refused service when they are literally falling down drunk and not when I have deemed them to have had enough. As a CC I can become liable but if I start going against the venues Owner/Managers instructions you know how long that job will last. I think we also need a far more visible Police presence around all nightclub districts. As a CC this is by far the best deterrent to dickheads.

This targets the wrong people - the drinkers - when the real culprits are the venues and bar staff who admit people who've already had enough to drink and continue to serve people alcohol when they're already drunk.

I was startled, when in the US, to discover that many cities there have so-called "grog-shop laws".

Under these laws, if you commit an offence while drunk, the last person/business to serve you alcohol is guilty, along with you, and subject to the same penalties.

Once the initial shock of the idea wears off, you'll see it makes sense. We don't go after drug users, but drug pushers, and what else is alcohol but a drug?

This is an outrage, Brisbane City Council tried this, and had introduced this some time ago, what was found, is that the opposite occurred, in Fortitude Valley, where all of Brisbane major night time attractions are located, that violence actually escalated. Hate crime also rose, with a number of deaths occurring. One man, was beaten to death due to his sexuality, and thrown over the edge of Kangaroo Point Cliffs. Think about all the drunk dick heads, waiting in taxi cues, evidently, they will be drunk, annoyed at not being allowed back in, and fights will break out there-of. If this state wants to continue having the great reputation we all know it has, this decision needs to be with drawn, or else we will suffer the same effects that Brisbane has... Regardless of what the bureaucrats tell us...
